What is ESOS?
ESOS is the UK's response to Article 8 of the European Commission's Energy Efficiency Directive.
The aim is to cut carbon emissions by requiring large businesses to identify energy reduction measures and make energy savings. Thousands of UK organisations will be affected by the scheme.

Who needs an ESOS assessment?
For Phase 4, qualification is assessed at 31 December 2026. A large UK undertaking employs 250 or more people, or has both annual turnover above £44 million and an annual balance sheet total above £38 million.
Group rules can bring other UK undertakings into scope. Contact NRG to discuss your buildings, energy data and the assessment support required. Lead-assessor requirements must be checked for your compliance route.
ESOS Phase 4 dates and reporting
Phase 4 qualification date: 31 December 2026. The compliance notification is due by 5 December 2027. Qualifying participants must also meet the applicable action-plan and progress-reporting requirements.
Phase 3 participants have a further annual progress update due by 5 December 2026. Energy-saving opportunities should be assessed for your organisation; savings depend on the measures implemented and operating conditions.

How the Scheme Works
1. Establish organisational scope, total energy use and energy-intensity ratios.
2. Cover at least 95% of total energy consumption through the applicable audit or ISO 50001 route. DECs and Green Deal assessments are no longer Phase 4 compliance routes.
3. Record opportunities, savings achieved and review progress against the previous action plan. Obtain the required assessor and director sign-off.
4. Submit the compliance notification through MESOS and meet the applicable action-plan and progress-update requirements.

The Penalty for Non-Compliance with ESOS
ESOS regulators can issue civil penalties for non-compliance. The amount depends on the breach and enforcement rules; there is no single £45,000 maximum covering every failure.
